Having knowledge on their project scope, I believe people are having a hard time delivering their tasks because they came from different backgrounds and are not yet fit for such undertakings. I have heard this comment and mentality so many times over from superiors who I view as single minded arrogant individuals who portray the brute force finish it at all cost mentality.
